I'm at a passive table where I'll usually see a flop with my suited gapper for cheap.  When UTG+1 raises, I debated folding - primarily for the position.  I am not in favor of normally seeing a raised flop, OOP.  However, there were two thoughts for calling: if the flop comes in correct, I will have a seriously concealed hand, and this guy has already shown (though 14 hands) generally fishy behavior.
